Steps & Conditions for Applying Halal Certification in Malaysia’s Food and Beverage Industry

To apply for Halal certification in Malaysia’s Food and Beverage Industry / Food Manufacturing Industry, you need to follow the steps below and meet the corresponding conditions:

1️⃣ Determine eligibility:
First, make sure your company meets the basic conditions for applying for Halal certification:

Registered with the Companies Commission (SSM) or other government agencies.

Hold a valid business license issued by the city council.

The company is officially operational.

Only produce or handle products that meet Halal standards.

The raw materials and suppliers used are Halal certified.

All products produced in the same factory must apply for Halal certification.

If it is a repackaging business, provide proof of Halal certification of the product.

2️⃣ Prepare the required documents:
During the application process, the following documents need to be prepared and submitted:

  • Application form filled and printed through the MYeHALAL system.
  • Valid halal certification copies of all raw materials.
  • Copy of the company registration certificate (SSM).
  • Copy of the business license.
  • Copy of the company’s annual financial statements or hotel star certification (if applicable).
  • Copy of the original equipment manufacturer (OEM) agreement (if applicable).
  • Copies of the identification and identity cards of at least two permanent employees of the production department who are Malaysian Muslims.
  • Approval certificate from the Drug Administration Bureau (DCA/PBKD) of the Ministry of Health (if applicable).
  • Meat food import approval certificate issued by the Veterinary Department (if applicable).
  • Product production flow chart.
  • Product packaging and label samples.
  • Factory location map and internal layout map.

    3️⃣ Submit the application:

Visit the official website of Malaysia Halal Certification (www.halal.gov.my

) and submit an online application through the MYeHALAL system.

After submission, submit the above prepared documents to the Department of Islamic Development of Malaysia (JAKIM) or the corresponding state-level Islamic religious council.

4️⃣ Audit and Inspection:
The relevant department will review your application form and supporting documents.
After the audit is passed, the corresponding certification fee is required.
Subsequently, JAKIM or the state-level religious council will arrange an on-site audit to check the production process, raw materials, facilities and hygiene conditions, etc.

5️⃣ Certification Issuance:
If the on-site audit is qualified, your company will be issued a halal certification certificate, which is valid for two years.
Please note that the halal certification of slaughterhouses is valid for one year.
Fees:
The halal certification fee varies according to the size and type of company.
For example, the fee may be lower for small industries, while it may be higher for multinational companies.

Note:

Halal certification certificates and logos shall not be transferred, rented, sold, abused or altered.
Any changes involving company name, address, brand, product ingredients or suppliers must be reported to JAKIM in a timely manner.
The certification is valid for two years and a renewal application must be submitted three months before expiration.
Violation of the terms of the halal certification may result in the revocation of the certificate or other legal consequences.
